Enlargement Commissioner Günter Verheugen gave his interpretation in a hyperbolic speech in Lithuania on 25 April. ’There will be only winners,’ he said, observing that enlargement means ’the return of Lithuania and nine other states to Europe.’ Where, geographically, this leaves non-EU states like Switzerland, Norway and Croatia is unclear.
