Worker’s Death Prompts Calls for Workfare Review

The death of a man who collapsed after laboring in a city park for the city’s workfare program has prompted advocates to demand a review of the medical and grievance procedures available to those compelled to work in exchange for public assistance.

The man, Anderson Carter, 49, died on July 14 at Lincoln Hospital in the Bronx of hyperthermia, a condition that occurs when the body temperature rises above 105 degrees, according to the Medical Examiner’s office. He suffered from hypertension and diabetes, which contributed to his death, officials said.

Mr. Carter had been hospitalized July 6, hours after repeatedly complaining of feeling dizzy while cleaning and watering in Carl Schurz Park, which adjoins the Mayor’s residence at East End Avenue above 84th Street.

Mr. Carter’s relatives and advocates for workfare participants disagree with the city on the chain of events that led to Mr. Carter’s collapse. Relatives insist that Mr. Carter was forced to stay at work and collapsed soon afterward. City officials said he was given every opportunity to rest, was allowed to leave early and was stricken long afterward.
